At 9:00 a.m. on March 5, 2010, the opening session of the third Session of the Eleventh National People's Congress was held in the Great Hall. The deputies listened to Premier Wen Jiabao's government work report and reviewed the annual plan and budget report.

Solid progress has been made in energy conservation, pollution reduction and environmental protection. Budgetary support has been realized in 283 key energy conservation projects and recycling projects; People-oriented energy-saving product project has been implemented, promoting more than 5 million energy-saving air-conditioners and 150 million lamps.
